Wicked problems emerge when multiple truths, interests, and temporalities collide-as seen in city waste systems, agrarian debt, groundwater distress, and climate migration. They disobey boundaries:

- between state, market, and civil society - between technical solutions and cultural patterns - between individual action and systemic change

Traditional interventions struggle because they attempt to "fix" problems that are continuously evolving.
